BEIJING: China has built the world’s fastest supercomputer, almost twice  as fast as the previous US holder and underlining the country’s rise as  a science and technology powerhouse.<br />
The semiannual TOP500 official  listing of the world’s fastest supercomputers released Monday says the  Tianhe-2 developed by the National University of Defense Technology in  central China’s Changsha city is capable of sustained computing of 33.86  petaflops per second. That’s the equivalent of 33,860 trillion  calculations per second.<br />
The Tianhe-2, which means Milky Way-2,  knocks the US Department of Energy’s Titan machine off the No. 1 spot.  It achieved 17.59 petaflops per second.<br />
Supercomputers are used for  complex work such as modeling weather systems, simulating nuclear  explosions and designing jetliners.<br />
It’s the second time China has  been named as having built the world’s fastest supercomputer. In  November 2010, the Tianhe-2’s predecessor, Tianhe-1A, had that honor  before Japan’s K computer overtook it a few months later.<br />
The  Tianhe-2’s achievement shows how China is leveraging rapid economic  growth and sharp increases in research spending to join the United  States, Europe and Japan in the global technology elite.<br />
“Most of the  features of the system were developed in China, and they are only using  Intel for the main compute part,” said TOP500 editor Jack Dongarra in a  news release accompanying the announcement. “That is, the interconnect,  operating system, front-end processors and software are mainly  Chinese,” said Dongarra, who toured the Tianhe-2 development facility in  May.</div>

The Saudi sukuk market will continue to grow over the next 12-18 months,  a credit positive for Saudi banks, following a new record SR 25.2  billion ($ 6.7 billion) issuance of riyal-denominated sukuk in 2012,  says Moody's Investors Service in a new special report published  yesterday. Strong sukuk issuance has continued in 2013, with SR 11.6  billion already issued during Q1, leading the rating agency to expect  that 2013 sukuk issuance will surpass 2012 levels.<br />
	&quot;We believe that the growing sukuk market will be credit positive for  Saudi Banks because it will provide a deeper pool of Shariah-compliant  securities to facilitate liquidity management and support profitability  at Islamic financial institutions (IFIs),&quot; says Khalid Howladar, VP —  senior credit officer and co-author of the report. &quot;We also believe that  growth will support more term funding for all banks and ultimately  encourage the reduction of persistent asset-liability mismatches, while  facilitating further loan growth given regulatory constraints on  loan-to-deposit ratios,&quot; adds Howladar.<br />
	With limited investment options available, IFIs tend to maintain higher  levels of very low-yielding cash and Islamic interbank placements on  their balance sheet, thus partly sacrificing profitability to sustain  their liquidity positions. A larger sukuk market would facilitate  liquidity management through a pool of higher-yielding Shariah-compliant  securities and offer a profitability boost to local IFIs.<br />
	Moody's believes that a deeper sukuk market in Saudi Arabia also  provides a competitively priced longer-term funding option in domestic  currency, which will allow conventional and Islamic banks to diversify  and lengthen their funding profiles and ultimately help reduce  contractual mismatches in the maturity profiles of assets and  liabilities.<br />
	&quot;We expect that increased term funding in the form of sukuk will  support banks' loan growth and franchise development, given rising  loans-to-deposits ratios in Saudi Arabia,&quot; says Christos Theofilou,  assistant vice president. &quot;As more banks approach the regulatory 85  percent net loans-to-deposits ratio, both the availability and cost of  deposits will be slightly affected, making sukuk issuance more  attractive to banks and likely encouraging further sukuk issuance,&quot;  explains Theofilou.<br />
	Moody's says that the record issuance is being driven by strong  investor demand, with a marked preference for Islamic financing in the  Kingdom; increased financing opportunities to fund the country's  large-scale infrastructure projects; and a developing yield curve  following the sovereign-guaranteed benchmark sukuk issuance by the  General Authority of Civil Aviation in early 2012.</div>

Protesters have massed across Brazil to demonstrate against the  rising costs of both public transport and the 2014 World Cup to be held  in the country, following clashes with police over several days.<br />
 Protesters gathered in at least seven cities on Monday in what they  hoped would be their biggest demonstrations yet against the increase in  transit rates.<br />
  The protest movement is mainly made up of the middle class and is  critical of the government's decision to increase transit rates by 10  cents, to $1.60.<br />
 Police in Sao Paulo estimated that 30,000 people rallied in the  city's biggest demonstration yet. Up to 20,000 people marched in Rio de  Janeiro and another 6,000 took part in protests in the capital Brasilia.<br />
 In Brasilia, several thousand people under heavy police escort  marched on the Esplanada dos Ministerios thoroughfare that cuts between  rows of government ministry buildings.<br />
 <b>Pre-match protest</b><br />
 In Belo Horizonte, police estimated about 20,000 people joined a  peaceful crowd protesting before a Confederations Cup match between  Tahiti and Nigeria as police helicopters circled overhead and mounted  officers patrolled the stadium area.<br />
 The match was part of an eight-team warm-up tournament for the World  Cup finals. Earlier on Monday, demonstrators erected several barricades  of burning tyres on a nearby highway, disrupting traffic.<br />
 Protests also were reported in Curitiba, Belem and Salvador.<br />
<font size="2">Authorities said they would respond with force only if protesters destroyed property.</font><br />
<font size="2">In a brief statement, President Dilma Rousseff acknowledged the  protests, saying: &quot;Peaceful demonstrations are legitimate and part of  democracy. It is natural for young people to demonstrate.&quot;</font><br />
<font size="2">Riot police had fired rubber bullets and tear gas into crowds of protesters on Thursday in Sao Paulo.</font><br />
<font size="2">Protest organisers said more than 100 people were hurt although police only confirmed about a dozen injuries.</font><br />
<font size="2">And on Sunday police used tear gas and rubber bullets again when  several hundred protesters marched near Maracana stadium before the  match between Italy and Mexico.</font><br />
<font size="2">Brazilian officials have been using drones, thermal cameras and  thousands of troops to patrol the six stadiums hosting matches in six  different cities across the country.</font><br />
<font size="2"><b>Widespread corruption</b></font><br />
<font size="2">Brazilians have long accepted malfeasance as a cost of doing business, whether in business or receiving public services.</font><br />
<font size="2">The government loses more than $47bn each year to undeclared tax  revenue, vanished public money and other widespread corruption,  according to the Federation of Industries of Sao Paulo business group.</font><br />
<font size="2">But in the last decade, about 40 million Brazilians have moved into  the middle class and they have begun to demand more from government.</font><br />
<font size="2">Many are angry that billions of dollars in public funds are being  spent to host the 2014 World Cup and 2016 Olympics while few  improvements are made elsewhere.</font><br />
<font size="2">The government of Brazil, where almost one-fifth of the population  lives in poverty, estimates that hosting the 2014 World Cup will cost  $14.5bn. Some tickets are expected to cost more than the country's  minimum wage of $300.</font><br />
<font size="2">The government has asked FIFA to make 500,000 seats available for free to the poor.</font></div>

DUBAI: Iranian President Mahmoud Ahmadinejad was summoned yesterday to  appear before a criminal court on unspecified charges leveled by a  conservative rival, days after moderate cleric Hassan Rowhani was  elected his successor.<br />
	While Rowhani’s election on Friday showed a desire for change, it also  highlighted divisions among Iran’s establishment conservatives who,  though united in their dislike of Ahmadinejad, were unable to rally  behind a single candidate.<br />
	The summons was issued by a Tehran court and follows a complaint by  Parliament Speaker Ali Larijani. It did not elaborate on the complaint,  saying only that Ahmadinejad would face the unnamed charges in November.<br />
	Ahmadinejad, who will leave office in August after Rowhani’s inauguration, was not immediately available for comment.<br />
	The court summons could be a taste of things to come for the outgoing  leader who, after receiving the backing of Ayatollah Ali Khamenei to  suppress protests against his re-election in 2009, later fell foul of  the supreme leader for challenging his ultimate authority. In February,  Ahmadinejad tried to strike back and, addressing Parliament, played a  recorded conversation of Larijani’s brother he said implicated the  family in corruption.<br />
	The stunt backfired as the tape was not fully audible and Larijani dismissed the president from the chamber.<br />
	Ahmadinejad has hinted he has incriminating material on a number of  prominent figures and has threatened to reveal it should his personal  position or safety come under threat.</div>

  For his part, explained the President of the Council of technical and  vocational training in the Qassim region Engineer Mansour Alrseni, in  his speech during a party organized by the Council technical and  vocational training in Buraydah the day before yesterday, that the  number of graduates reached 1900 graduate representing the technical  colleges and six institutes industrial park in the region, pointing out  that the opportunity List to put up training partnerships with  international expertise organization and training partnerships with the  private sector. <br />
   He pointed out that the opening of these colleges and institutes will  raise the level of performance and efficiency of the trainees, and will  contribute to the reduction of unemployment. </div></div></div>

The new guidelines stipulated by the Ministry of Education have created  additional financial woes for international schools, making it difficult  for them to break even and stay financially afloat, according to local  school owners.<br />
Lubna Karim, owner of an international school in  Jeddah, told Arab News that under the new directives schools have to  have not less than 7,000 square meters of land. <br />
&quot;However, with high  land prices in Jeddah at around SR 3,000 per square meters, we will need  to pay SR 21 million just for land,” she said.<br />
That would mean  charging between SR 35,000 and SR 40,000 for tuition per academic year.  That would take a hundred years to make a profit even with 1,000  students.<br />
Salma Hussein, another school owner, said it has become  difficult to hire expat housewives as teachers since their iqamas are  non-transferable.<br />
According to her, no one will agree to come to work  in the Kingdom for SR 3,500 per month; besides they will demand  transportation and other expenses. <br />
“I don’t know how I will manage to hire teachers for the next academic year,” said Salma.<br />
In  addition, the new regulations demand international school owners hire  Saudi teachers and staff in order to fulfill Nitaqat requirements. <br />
“The  problem here is that many Saudi teachers do not understand American or  British curriculums and therefore are unqualified and need further  training,” Karim said.<br />
Many school owners agree that the cost of the  new regulations will not fall upon anyone, but the students. “How are  students to get quality education if the financial odds are stacked  against schools?” Salma asked, adding that the new guidelines have also  prohibited them from raising tuition to cope with the financial costs.<br />
Nonetheless,  the Ministry of Education’s committees responsible for processing the  applications for tuition fees’ increases has said it has based its  decision after taking into account the cost of education, school  efficiency, educational achievements, results of students on tests  conducted by the ministry, and schools’ success in nationalizing  educational and administrative posts. The ministry urged schools whose  application were rejected to submit a review letter within 15 days of  the decision’s date.</div>

<b>AMMAN, Jordan</b> — Canada has pledged an additional $98.4  million to Jordan to help the Arab country cope with the costly fallout  from the worsening crisis next door in Syria, its foreign affairs  minister said in a statement Monday.<br />
<br />
The pledge followed a visit by John Baird, who held talks on Syria's  two-year civil war with his Jordanian counterpart, Nasser Judeh, late  Sunday in the capital, Amman.<br />
<br />
&quot;Compassion for Syrians fleeing death and destruction cannot be Jordan's undoing,&quot; Baird said.<br />
<br />
Jordan hosts more than half a million Syrian refugees. It has complained  that growing numbers of refugees are straining its fragile economy and  scarce resources.<br />
<br />
Baird said the aid, to be dispersed over the next three years, will  enhance security at Jordan's sprawling refugee camps and help keep  &quot;terrorists at by.&quot;<br />
<br />
It will also help protect Jordanians against chemical and biological weapons attacks, he said.<br />
<br />
Canada said this latest support will also help Jordan address its  economic challenges, compounded by the political upheaval of the Arab  Spring and the steady stream of Syrian refugees to the country.<br />
<br />
The fresh funding builds on previous aid of $12.8 million that Canada  provided Jordan to bolster its security and assist refugee  transportation to camps, as well as $8.4 million to equip and train  personnel to deal with chemical and biological weapons threats,  according to the Canadian Embassy in Amman. — AP</div>

The  secret to weight loss is to choose healthy foods and take in fewer  calories than you burn. And it's just easier to make better food choices  in summertime, when heavy, high-calorie dishes seem less appealing. The  best foods for weight loss in summer are light, refreshing and, most  important, keep you out of the hot kitchen.<br />
The single easiest way  to trim calories from your summer diet, experts say, is to load up on  nature’s bounty. Produce is at its peak in summer. Delicious fruits and  vegetables abound at farmers' markets and in your local grocery. Besides  being low in calories, produce is loaded with vitamins, minerals,  antioxidants, and fiber.<br />

RIYADH, Saudi Arabia: Saudi Arabia says four more people have died from a  new respiratory virus related to SARS, bringing the total number of  deaths to 32 in the kingdom at the center of the growing crisis.<br />
Overall,  nearly 40 people have died from the virus since September, mostly in  Europe and the Middle East. That’s according to local officials and the  World Health Organization.<br />
The Saudi Health Ministry also said on  Monday that it confirmed three more cases of the virus, including in a  2-year-old child. Officials are still seeking clues on how easily it is  spread between humans.<br />
The new virus is related to SARS, which killed  some 800 people in a global epidemic in 2003, and belongs to a family  of viruses that most often causes the common cold.</div>

<div align="left">   Despite the uncertainty that accompanied and political variables -  social development in the majority of the countries of the 'Mina'  (Middle East and North Africa), the Moroccan banking sector maintained a  state of healthy growth.   This is the opinion of the international financial institutions like  the IMF and the World Bank, in addition to the international credit  rating agencies like Moody's and Standard &amp; Poor's and Fitch. <br />
  However, mention here that financial analysts Moroccans did not  hesitate to show their fear of a possible decline in the performance of  the domestic banking sector, especially after noting a lack of liquidity  in the financial market during 2012, which concerns over Baltbdd at the  end of this year, to be replaced by a climate of optimism.   And strengthen this diagnosis with the publication of the Moroccan  Office of Statistics in mid-May last year, information indicating that  foreign direct investment increased by a large margin to about 41.8  percent by the end of April last year, to reach 15.5 billion dirhams,  compared to 10.9 in the same period from last year. Kuwait’s constitutional court forced new parliamentary elections  yesterday, dissolving the current chamber on the basis of flaws in the  election law, the state news agency reported. <br />
The decision may set the stage for a new wave of political showdowns in the Gulf nation.<br />
The  ruling follows objections to the voting law in December’s election,  which was boycotted by opposition groups and others who claimed the new  rules favored Kuwait’s ruling family and were imposed without public  debate.<br />
The official Kuwait News Agency said the court’s decision  “invalidates” the 50-member chamber. Other local media said the decision  was over technicalities in the rules, and the court upheld  controversial regulations that brought a one-person, one-vote system in  place of the former rules that allowed voters to cast ballots for  multiple candidates.<br />
Kuwait’s emir is expected to set a new election day, possibly within three months.</div>
